BackgroundThe Health Research Council of New Zealand is the first major government funding agency to use a lottery to allocate research funding for their Explorer Grant scheme. This is a somewhat controversial approach because, despite the documented problems of peer review, many researchers believe that funding should be allocated solely using peer review, and peer review is used almost ubiquitously by funding agencies around the world. Given the rarity of alternative funding schemes, there is interest in hearing from the first (...) cohort of researchers to ever experience a lottery. Additionally, the Health Research Council of New Zealand wanted to hear from applicants about the acceptability of the randomisation process and anonymity of applicants.MethodsThis paper presents the results of a survey of Health Research Council applicants from 2013 to 2019. The survey asked about the acceptability of using a lottery and if the lottery meant researchers took a different approach to their application.ResultsThe overall response rate was 39%, with 30% from applicants in the years 2013 to 2018, and 68% for those in the year 2019 who were not aware of the funding result. There was agreement that randomisation is an acceptable method for allocating Explorer Grant funds with 63% in favour and 25% against. There was less support for allocating funds randomly for other grant types with only 40% in favour and 37% against. Support for a lottery was higher amongst those that had won funding. Multiple respondents stated that they supported a lottery when ineligible applications had been excluded and outstanding applications funded, so that the remaining applications were truly equal. Most applicants reported that the lottery did not change the time they spent preparing their application.ConclusionsThe Health Research Council’s experience through the Explorer Grant scheme supports further uptake of a modified lottery. BackgroundThe ARRIVE (Animal Research: Reporting of In Vivo Experiments) guidelines are widely endorsed but compliance is limited. We sought to determine whether journal-requested completion of an ARRIVE checklist improves full compliance with the guidelines.MethodsIn a randomised controlled trial, manuscripts reporting in vivo animal research submitted to PLOS ONE (March–June 2015) were randomly allocated to either requested completion of an ARRIVE checklist or current standard practice. Authors, academic editors, and peer reviewers were blinded to group allocation. Trained reviewers performed outcome adjudication (...) in duplicate by assessing manuscripts against an operationalised version of the ARRIVE guidelines that consists 108 items. Our primary outcome was the between-group differences in the proportion of manuscripts meeting all ARRIVE guideline checklist subitems.ResultsWe randomised 1689 manuscripts (control: n = 844, intervention: n = 845), of which 1269 were sent for peer review and 762 (control: n = 340; intervention: n = 332) accepted for publication. No manuscript in either group achieved full compliance with the ARRIVE checklist. Details of animal husbandry (ARRIVE subitem 9b) was the only subitem to show improvements in reporting, with the proportion of compliant manuscripts rising from 52.1 to 74.1% (X2 = 34.0, df = 1, p = 2.1 × 10−7) in the control and intervention groups, respectively.ConclusionsThese results suggest that altering the editorial process to include requests for a completed ARRIVE checklist is not enough to improve compliance with the ARRIVE guidelines. Other approaches, such as more stringent editorial policies or a targeted approach on key quality items, may promote improvements in reporting. (shrink)

Incorporated groups include businesses, universities, churches and the like. Organized to act as single centers of agency, they also routinely satisfy the three conditions that make an agent fit to be held responsible: they face significant choices, can recognize the relative value of different options, and are able to choose in sensitivity to such values. But is it redundant to hold a corporate agent responsible for something, when certain members are also held responsible for the individual parts they play? No (...) it is not, for it is often possible for a corporate entity to be fully fit to be held responsible, when this is not true of the individual members; they may be able to make excuses that are not available at the corporate level. Does the case made for corporate responsibility extend to unincorporated collectivities like nations or religions? Not strictly but it does explain why it may be sensible to treat those collectivities as if they had corporate responsibility in certain domains. (shrink)

These brief remarks highlight three aspects of Christian List and Philip Pettit's Group Agency: The Possibility, Design, and Status of Corporate Agents that illustrate its constructivist nature: its stress on the discursive dilemma as a primary challenge to group rationality and reasoning; its general though qualified support for premise-based decision-making as the preferred way to cope with the problems of judgment aggregation; and its account of rational agency and moral responsibility. Arendt Contra Sociology re-assesses the relationship between Hannah Arendt's work and the theoretical foundations of sociology, bringing her insights to bear on key themes within contemporary theoretical sociology. Departing from the view of Arendt as a political theorist who sought to rescue politics from society, and political theory from the social sciences, this book re-examines her distinctions between labour, fabrication and action as a theory of the fundamental ontology of human societies, revisiting her criticism of the tendency of many sociological (...) paradigms to conflate the activity of fabrication with that of action. This is the first English translation of Condillac's most influential works: the Essay on the Origins of Human Knowledge and Course for Study of Instruction of the Prince of Parma. The Essays lay the foundation for Condillac's theory of mind. He argues that all mental operations are, in fact, sensory processes and nothing more. An outgrowth of Locke's empirical account of ideas and sensations as a source of knowledge, Condillac's theory goes beyond Locke's foundations, introducing his universal method for understanding (...) any complex entity: the reduction of all matters to their origins and then to their simplest forms. The Course, originally written to teach Prince Ferdinand of Parma to think and to develop good habits of mind following the principle of association of ideas, covers grammar, writing, reasoning, thinking, and ancient and modern history. Philip writes in the introduction: "[the] mind is moldable to reason and to 'nature' which gave it a model and provides the ultimate authority for all it can know or do.". (shrink)

This article considers the use of ethnographic language in Procopius' Vandal Wars. In particular, it examines how self-control was employed as a flexible criterion for membership of a civilised, Roman world. We see this both in the sense of non-Romans imitating the self-controlled example of Belisarius and of Romans losing their self-control through imitating the luxury and tyranny of their Vandal opponents. In addition, the article argues for the Christianised character of this ethnographic language, which embraced the equation between right (...) belief, divine favour and self-control seen in the ecclesiastical historians, even if Procopius' understanding of right belief emphasises religious tolerance and humility over issues of dogma. Argues i) that part of what it is to understand what is being asked, when we ask whether something is good, is being able to distinguish stopping points in a series of "Why?" questions, and ii) that this ability explains how we can reason from observable facts to conclusions about value.

In a now famous thought experiment, Frank jackson asked us t0 imagine an omniscient scientist, Mary, who is coniincd in a black-and-white room and then released into the world 0f color . Assuming that she is omniscicnt in respect of all physical facts—roughiy, all the facts available to physics and all the facts that they in turn Hx or determine-physicalism would suggest that there is no new fact Mary can discover after emancipation; physicalism holds that all facts are physical in (...) the relevant sense . Yet we cannot help but feel that coming out of that room would be an occasion of dramatic enlightenment and, in particular, an occasion for learning facts to do with how red or yellow or blue 100ks or, as it is usually said, with what it is like t0 sec red or yellow or blue. Many in the black-and—whit<—: room knew all the physical facts about the world, where these may be taken to include three sorts of color facts: objcctual facts, as to what surface colors different objects have, assuming as I shall do throughout—that colors are properties of objects; intentional facts, as to which colors different objects 0r apparent objects are represented as having in the subjc-:ct’s experience, rightly or wrongly; and nonintentional facts, about what such color experiences are like in their effects on subiccts—wh<—:ther they are comforting, or arousing, or whatever. But, according to the argument, Mary didn’t know how any color looks or, equivalently, what color experience is like in itself, not just in its effects O1'1 subjects. This particular nonintentional fact about the quality of color c-zxpc-2ri<—:ncc-—this phenomenal fact, as it is often describcd—she did not. (shrink)

In _Awakening the Dreamer: Clinical Journeys_, Philip Bromberg continues the illuminating explorations into dissociation and clinical process begun in _Standing in the Spaces_. Bromberg is among our most gifted clinical writers, especially in his unique ability to record peripheral variations in relatedness - those subtle, split-second changes that capture the powerful workings of dissociation and chart the changing self-states that analyst and patient bring to the moment. The "difficult," frequently traumatized patient is newly appraised in terms of tensions within the therapeutic dyad. And then there is the "haunted" patient who carries a sense of preordained doom through years of otherwise productive work - until the analyst can finally feel the patient's doom as his or her own. Laced with Bromberg's characteristic honesty, humor, and thoughtfulness, these essays elegantly attest to the mind's reliance on dissociation, in both normal and pathological variants, in the ongoing effort to maintain self-organization. _Awakening the Dreamer_, no less than _Standing in the Spaces_, is destined to become a permanent part of the literature on therapeutic process and change. Take for example the two political chapters...the first Shakespeare's King John and the last Jean Baudrillard's vision of 9/11; both deal with periods of crisis and loss of confidence/credibility of and in society conjuring a derangement that has become a syndrome. Drugs and literature connect Coleridge and Burroughs/ Kublai Khan and Naked Lunch and they in turn connect with (...) Platonism and the Russian Symbolist Theatre of the 20th century; Cabala obtrudes on the French writers discussed and the otherworldly ambiance of Villier's play Axel. And so the component essays and approaches play of against each other and enrich our view of a literature that transcends rather than merely compares. (shrink)
